All higher educational institutions can take internal exams instead of the USE for foreigners and those who have taken the GVE or graduated from the secondary school. Additional tests of knowledge in general subjects or creative tests are carried out only in some cases by some universities.

School graduates take exams in such disciplines during the Unified State Exam – for admission to the desired specialty. The register of universities that can conduct internal exams in USE subjects before enrollment is annually formed by the Ministry of Education and Science and approved by the Government of the Russian Federation, along with a list of areas corresponding to the tests. The permanent special status of two more – Moscow State University. M.V. Lomonosov Moscow State University and St. Petersburg State University (St. Petersburg State University) – enshrined in the law on education.
